Terms & Conditions
Last Updated: October 12, 2026
These Terms and Conditions govern the use of the website of the Mauritanian Digital Solutions Office (RCM), dealings with RCM, and the purchase of its products and services, whether through the website, via WhatsApp, or at the office.
1. Acceptance of the Terms
By using the website or ordering any product or service from RCM, the customer acknowledges that they have read and agreed to these Terms and Conditions.
If a contract or specific agreement is signed with the customer for a particular project, the provisions of that contract shall prevail in the event of any conflict with these Terms and Conditions.
2. Our Services
RCM provides ready-made systems and develops customized solutions according to customer needs, including:
- ERP systems, accounting and management systems, and Point of Sale (POS) systems.
- Specialized systems for specific sectors, such as schools, clinics, and e-commerce.
- Design and development of custom systems from scratch.
- Websites and mobile applications.
- Artificial intelligence solutions, business automation, and systems integration.
- Technical maintenance, server solutions, and networking solutions.
- Software licenses, such as Windows, Microsoft Office, and security software.
- Technical consulting.
We may add, modify, or discontinue services without affecting orders that were confirmed before such changes.
3. Prices and Quotations
- Prices are stated in Mauritanian Ouguiya (MRU).
- Fixed-price products are sold at the official price approved by the office at the time the invoice is issued.
- Services requiring assessment, such as websites, applications, custom software development, and consulting, are given a final price in a written quotation after the requirements have been assessed. Any price mentioned before that stage is considered an estimate.
- The binding price is the price stated in the invoice or written quotation issued by the office.
4. Orders, Invoices, and Payment
- An order is registered after the customer explicitly confirms their intention to purchase.
- The Sales Department issues a sales invoice before any payment is made.
- Payment details are sent to the customer only after the invoice has been issued.
- The customer may pay using one of the available payment methods: cash, Bankily, Sedad, Masrvi, Bim Bank, or Click.
- Sending an image or proof of transfer does not constitute confirmation of payment. Payment is confirmed only after a representative of the office's Sales Department has actually verified receipt of the funds.
- Delivery or activation procedures begin after payment has been confirmed.
5. Licenses and Cloud Service
- License: When purchasing one of RCM's systems, the customer receives a lifetime right to use it. The license is not an annual subscription.
- Cloud Service: Each license includes the first year of Cloud service and hosting free of charge. After that, annual Cloud and hosting fees become due according to the system category and the rates approved by the office.
- Non-renewal of Cloud: The customer does not lose the system or the license if the Cloud service is not renewed and may continue using the local (Offline) version.
- Local version: Its price is the same as the system license price, and it runs on computers using Windows or macOS.
- Standard license limits: A standard license is intended for one store, with an unlimited number of users and the ability to add warehouses belonging to the same store. Managing multiple independent stores or branches requires a version that supports such functionality.
- Non-transferability: The license is specific to the customer who purchased it. The system may not be copied, resold, or made available for use by another party without written approval from RCM.
6. Delivery and Activation
- ERP systems: Licensing and setup procedures take from one hour up to a maximum of 24 hours after payment has been confirmed.
- Within Nouakchott: The customer may visit the office, or our team may travel to the customer's location for installation, configuration, and user training.
- Outside Nouakchott: The work is carried out remotely using remote-access software such as AnyDesk or TeamViewer.
- Digital products: These are delivered via WhatsApp or email, and remote support is provided if there is an issue with installation or activation.
- Custom projects: The implementation period and project stages are specified in the quotation or project contract.
7. Warranty and Technical Support
- RCM systems include six months of free technical support from the date of delivery.
- After this period, simple issues that can be resolved remotely or at the office are handled without charge.
- On-site intervention within Nouakchott after the free support period is subject to a travel fee, which will be communicated to the customer in advance.
- Outside Nouakchott, it is preferable to send the device to the office. If the customer requests that our team travel to their location, the cost will be determined according to the distance and expenses calculated from Nouakchott.
- Free support does not cover problems resulting from misuse, modifications to the system by a party other than RCM, or problems with the customer's hardware, network, or electricity supply.
8. Refunds and Cancellations
- Digital products, such as system and software licenses, are non-refundable after licensing and delivery.
- The customer may cancel an order before payment without any obligation.
- For custom projects, cancellation and refund conditions are specified in the quotation or project contract.
9. WhatsApp Communication and Automated Assistant
- Customer messages via WhatsApp may be answered by an AI-powered automated assistant, and the customer may request to speak with an employee at any time.
- Information provided by the automated assistant is preliminary and intended to assist the customer. What is binding upon RCM is the information stated in the invoice, written quotation, or confirmed by office employees.
- Invoices are issued and payments are confirmed by office employees, not by the automated assistant.
- The customer may request at any time not to receive messages from us.
10. Customer Obligations
- Provide accurate information when requested, such as the organization's name and contact details.
- Use the systems and services for lawful purposes and in accordance with applicable laws.
- Maintain the confidentiality of account login credentials. The customer is responsible for activities carried out using those credentials.
- Maintain backups of their data when using the local (Offline) version, as the data is stored on their own devices.
- Not attempt to hack the systems, bypass their security measures, or reverse engineer them.
11. Intellectual Property
- The website content, RCM logo, and RCM's ready-made systems are the property of RCM and may not be copied or reused without written permission.
- Purchasing a license grants the customer a right of use in accordance with Section 5 and does not transfer ownership of the system or its source code to the customer.
- For custom projects, ownership of the work developed for the customer is determined in the project contract.
- Data entered by the customer into their systems remains the property of the customer.
12. Limitation of Liability
- We exercise appropriate professional care to provide services and systems that operate as described, and we address technical issues in accordance with the warranty and support terms set out in Section 7.
- RCM is not responsible for damages resulting from misuse, internet or electricity outages, failures of the customer's equipment, or services provided by third parties.
- RCM is not responsible for loss of data in the local version if the customer has not maintained backups.
- In all cases, RCM's liability remains limited to the extent permitted by applicable law.
13. Privacy
The collection and use of information are governed by the Privacy Policy published on the website, which forms an integral and complementary part of these Terms and Conditions.
14. Changes to the Terms
We may update these Terms and Conditions from time to time. The updated version will be published on this page with a revised Last Updated date and will apply to orders registered after its publication.
15. Governing Law
These Terms and Conditions are governed by the laws of the Islamic Republic of Mauritania. Any disputes shall first be resolved amicably. If an amicable resolution cannot be reached, the competent courts in Nouakchott shall have jurisdiction.
